Dans GTA Underground 2 , le joueur incarne un certain Tommy Vercetti qui doit enchaîner des missions diverses et variées dans une ville inspirée du Miami des années 80. Un certain nombre d'activités sont proposées en parallèle des missions de base : chauffeur de taxi, pompier, ambulancier... Ce jeu d'action s'appuie sur une carte gigantesque est et un exemple de non-linéarité.
